Larry Fryar, Mayor (4/09-4/11)
Mayor Fryar first became involved in the community as a member of the Park Board in 1999. In 2003 he was elected to the Ward 2 Council seat where he served for 4 years before being elected Mayor in 2007.
Mayor Fryar has Lived in Harrah his entire life and graduated from Harrah High School. He is married and has 3 children, 2 stepchildren and 2 grandchildren. He is employeed at Tinker Air Force Base as a Title Air Craft Technican.
Mayor Fryar’s goal is to see Harrah continue to move forward in a positive direction. He is honored to represent the citizens and the City of Harrah.
Duane Patterson, Vice Mayor & Councilmember (Ward 1, 4/09-4/11)
Born in 1966 in Norfolk Virginia, Duane Patterson was raised by a career United States naval officer in the four corners of world, including Thailand, Japan, Germany, Hawaii, California, Washington DC, Dallas, and Virginia.
After returning to the Washington DC area, he graduated from Langley High School in 1984 in Mclean Virginia. He moved to Oklahoma in 1984 to attend the University of Oklahoma. During this time he engaged one of his endeavors in the fine dining restaurant business. As the Souse Chef at the French themed Metro Wine Bar and Bistro in the Nichols Hills area, he married an OU graduate and school teacher for Harrah Public Schools, and moved to Harrah in the summer of 1993.
Because his father raised him to be a contributor, Patterson began giving back to the community as a voluntary reserve police officer. While doing this amongst his restaurant duties he discovered a niche for information technology. He soon decided schedules of law enforcement, and the restaurant business weren’t conducive to raising a family in a quaint community the way he saw fit so he made the decision to nurture his niche in the information technology arena. This landed him at Tinker Air Force Base in the network and system administration field for the 72nd ABW Civil Engineering Wing. After 6 years at Tinker he was lured to his current position as a Storage Lead for Dell Enterprise services in Oklahoma City.
He and his wife Kim have two beautiful children, Megan Lea and Garrett Keith. As a family they attend Harrah Church. They’ve made some wonderful friends and feel Harrah is a wonderful place to live.
Moreover, Patterson was presented with an opportunity to serve the community as a city councilman and give back further to a community that had enriched his life with so much opportunity. First elected to the Ward 1 council seat in 2002, Patterson was appointed vice mayor by the City Council in 2007. He hopes to continue fulfilling his role on the Harrah City Council as Harrah continues to grow, improve and move forward.
Tom Barron, Councilmember (Ward 2, 5/10-4/12)
Tom Barron is a Vietnam veteran having served in the U.S. Air Force as Crew Chief on a C-141A aircraft flying combat support missions worldwide, and earning the Air Force Commendation Medal. Tom holds a Bachelors of Business Administration from the University of Arkansas and a Masters degree in Business Management. He retired from the Department of Defense after working 30 years at Tinker AFB Directorate of Contracting. He was Supervisor of B-52 Bomber & Missiles Contract Mod/Support, served as Chief of the Directorate Pricing Division, Chief of Contractor Logistics Support including Air Force One Executive fleet and various other positions in his contracting career at Tinker.
Tom is currently under contract as Contract Quality Control Representative at the Federal Aviation Agency/MMAC/AMQ in Oklahoma City. He is currently serving as President of the Harrah Historical Society, and a member of the Board of Directors, Harrah Memory Lane Cemetery Association. He and his family are involved with, and supporters of, the Harrah Relay for Life and the American Cancer Society.
Tom and his wife, Jolene, are proud parents of three sons, and grandparents to three granddaughters. He is a firm believer that all citizens must take an interest in their community to insure it is a place they can be proud of and their children can grow and feel safe.
Those of us who are privileged to live in Harrah should be thankful for these blessings and do what we can to contribute back to the community. Serving is a privilege and I hope to have a positive influence on the progress and growth of our town. Thank you for your support, and in return, I will support the best interests of our community.

Cass Smith, Councilmember (Ward 4, 4/10-4/12)
Smith has lived in Harrah since 1972. He graduated from Central State University in 1984 with a BA in Psychology. He has owned and operated businesses in Harrah for over 25 years. He is currently serving as Chairman of the Oklahoma Speakers Ball, Member of the committee for Oklahoma’s 100 Best Ideas. He is a Community Director for Bancfirst, a member of the Chamber of Commerce, a member of the Business Advisory Board for the Eastern Oklahoma County Technology Center, and a member and Worship Leader at Harrah Church.
